I am to suggest therefore, that a reply should be returned to the British American Tobacco Company informing them that they will be required to make. such alterations in the organization of their head office in China as may be necessary to comply with the requirements of the Order-in-Council. firm's letter copy of which was enclosed in your letter under acknowledgment, it would appear that the American employees are required more particular- ly to fill subordinate technical posts, and there seems no reason why the appointment of a British subject to "exercise general and substantial con- trol" should militate against their retention. It
may be hoped therefore that it will be possible to effect the necessary re-organization without any un-
due inconvenience.
